The budget segment review is genuinely valuable — most forum posts focus on branded projects. Madhura's track record you described is actually quite decent for a Vizag local developer. The 3-4 month delay is the industry average. Checking OC for their completed projects before booking is the right move.
Kommadi land prices are still low enough that developers can price competitively. In 5 years as the Rushikonda IT corridor extends southward, Kommadi will be in the catchment zone. Buyers entering now at ₹42-46 lakh are getting in before that appreciation happens.
One thing to add for Kommadi buyers: the local bus connectivity to Vizag Railway Station is reasonable — the NH-316 buses are frequent. For non-car-owning households or those with one vehicle this matters. Not every Vizag suburb has this connectivity.
